Halocard is accepted at TouchPay. Inmate Payment is the card charge for a TouchPay deposit, the ViaPath service that funds inmate trust and commissary accounts at jails and prisons. The TouchPay portal accepts Visa and Mastercard credit and debit cards, plus cash at walk-in retail locations. You need the facility name and the inmate's ID number to pay.

How to pay for TouchPay with Halocard

Create a card for TouchPay in Halocard

In your Halocard dashboard, create a new card, name it TouchPay and set a limit that covers what you are about to pay.

Open the TouchPay Payment Portal and sign in

Go to gtlfsonlinepay.com/portal, click Make Deposit, then log in or create a TouchPay account.

Choose the state, the facility and the payment type

Select the state and the facility from the lists, then choose the type of deposit, such as Commissary.

Enter the inmate ID and the amount

Enter the inmate's ID number, or use the search tool to find it, then enter the amount you want to send.

Agree to the fee and pay with the card

Check the details, agree to the fee and continue, then enter the Halocard number, expiry and CVV to finish the payment.

Tips for successful payments at TouchPay

  • AcceptedHave the inmate's ID number ready. TouchPay asks for it after you pick the state and facility, and the portal has a search tool if you do not know it.
  • AcceptedAllow for a convenience fee on top of the deposit. The portal shows the fee and asks you to agree to it before you enter the card.
  • AcceptedEnter the billing name and address exactly as they appear on your Halocard.
  • AcceptedSet the card limit above the full amount, including any hold TouchPay places at checkout.

What should I do if Inmate Payment declines or doesn't support my card?
Pay with a Halocard instead. Inmate Payment accepts it, and as a US-issued Visa credit card held in US dollars it is accepted at checkouts that are strict about card type or country. Can I use a virtual card for Inmate Payment?
Yes. Inmate Payment accepts Halocard, a US-issued Visa credit card that works like a debit card. Make a card just for Inmate Payment and you are in full control: set a limit, lock it or cancel it whenever you like, without ever handing Inmate Payment your bank card.
Can I keep my real card and address private from Inmate Payment?
Yes. Inmate Payment only ever sees your Halocard, never your bank card. You choose the cardholder name and billing address on each card, so your home address stays out of Inmate Payment's records. If Inmate Payment is ever caught up in a data breach, cancel that one card and make a new one in seconds.
What is the Inmate Payment charge on my card?
It is a deposit made through TouchPay, the payment service for jails and prisons run by TouchPay Holdings, LLC d/b/a GTL Financial Services, part of ViaPath Technologies. County jails that use TouchPay say the charge shows on a card or checking statement as Inmate Payment.
How do I send money to an inmate through TouchPay?
Pay online at the TouchPay Payment Portal, by phone, or at a TouchPay kiosk in the jail lobby where the facility has one. You need the inmate's ID number and the facility, and Pinal County's jail, for example, lists the TouchPay phone line as 866-232-1899.
How fast does a TouchPay deposit reach the inmate?
The TouchPay portal accepts payments 24 hours a day, every day, and posts transactions instantly. Facilities set their own timing for the inmate: Pinal County, for example, says commissary funds are available within 24 hours.
Can I pay TouchPay with cash?
Yes. Besides Visa and Mastercard credit and debit cards, the TouchPay portal accepts cash paid at walk-in retail locations, and some jails have a TouchPay kiosk in the lobby.
