Create a card for Oracle Cloud in Halocard
In your Halocard dashboard, create a new card, name it Oracle Cloud and set a limit that covers what you are about to pay.

Halocard has limited acceptance at Oracle Cloud. Oracle Cloud accepts credit cards and debit cards that work like credit cards, such as Visa, Mastercard, Discover and American Express, and open invoices can also be paid with PayPal. Oracle checks the card with a $1 authorization at Free Tier sign-up and $100 when you upgrade to Pay As You Go, and reverses both straight away. Halocard pays Oracle only if Oracle's card check at sign-up or upgrade accepts it as a credit card.

In your Halocard dashboard, create a new card, name it Oracle Cloud and set a limit that covers what you are about to pay.

On the Oracle Cloud sign-up page, enter your address and phone number and select Continue. Select Add payment verification method, then Credit Card, enter the card details and select Finish. A small temporary verification hold may appear and is removed automatically.

Open the navigation menu, select Billing & Cost Management, then Upgrade and Manage Payment. Your sign-up card shows as the default; select Change Payment Method to use another. Agree to the terms, select Upgrade your account and confirm. The upgrade can take a day or two.

Find the invoice and select Pay. Choose a saved method, or select Credit Card or PayPal to add one, then select Pay Now. The invoice status changes to Payment Submitted.
